“CLOE” was a long-term initiative aimed at identifying and implementing effective methods for the integration of refugees. Through a structured and strategic approach, the programme sought to strengthen social cohesion and facilitate the inclusion and active participation of third-country nationals in local communities.
The programme’s methodology was based on a non-discriminatory approach that guided all its activities. Particular emphasis was placed on fostering an environment of equality, mutual respect, and meaningful engagement among all stakeholders involved.
The integration and outreach strategy was developed through a collaborative process involving a wide range of partners. This cooperation enabled knowledge exchange, the development of common tools, and the adoption of best practices at both local and international levels.
Within this framework, Local Authorities and Associations of Local Authorities—representing more than 100 municipalities—participated alongside Social Policy Organizations and third-country nationals. Non-profit organizations, such as Rete Near, also played a key role in facilitating participation and ensuring the effective implementation of the programme’s activities.
